This is the first needs assessment report about Deaf newcomers ever undertaken in Ontario. Deaf newcomers are defined as people over age 15 who have lived in Canada for less than 11 years. This report identifies barriers to community integration of Deaf newcomers and recommends policies, programs, and solutions.

The objective of this assessment is to evaluate the need for language training programs for deaf newcomers. It also seeks to identify barriers which impede community integration and to recommend policies, programs and solutions which will improve the integration of the deaf newcomer into the community at large.

It is hoped that this assessment will be used as a reference for accommodating the needs of the deaf newcomer.
